Locate the gap before changing the seal
Bottom rubber, side trim and top-edge contact do different jobs. A safe photograph of the stationary closed door can help describe the location. If the door sits unevenly, the underlying mechanical issue needs attention before a replacement seal is expected to close the gap.
Agree who controls the surrounding surfaces
If a threshold, driveway or exterior trim is managed by an association, establish the responsible party before approving changes. Aventura's project requirements distinguish the property owner and authorized signatories. Keep that authorization question separate from the technical choice of seal.
Set a realistic water-control objective
Water driven at a sectional door can enter by several paths, and the assembly is not watertight. Ask the proposed work to identify the worn material being replaced and the expected improvement. Floor or drainage defects require their own assessment rather than an oversized rubber strip sold as a cure.
Your questions
Can seal replacement be approved by the tenant alone?
Confirm the owner's authorization and any relevant management responsibility before work; access to the garage is not the same as authority to alter it.
Is water after a storm proof that the seal failed?
No. The path of entry and surrounding conditions matter, including water reaching other joints or accumulating at the threshold.
